The social rooting of the phenomenon of street children exposed to delinquency “A field study in Hadhar, Gharbia Governorate”

The current research was entitled “The Social Rooting of the Phenomenon of Street Children Who Are Prone to Deviance” A Field Study in Hadar, Gharbia Governorate, “and the objectives of the research were represented in a main goal of identifying the nature of the phenomenon of street children who are exposed to deviance
through field reality,” from which several sub-objectives branch out:
1.Identifying the personal characteristics of street children who are vulnerable to delinquency.
2.Identifying the family background of street children who are vulnerable to delinquency.
3.Detecting the factors that contribute to the spread of the phenomenon of street children who are vulnerable to delinquency.
4.Identifying ways to confront the phenomenon of street children who are vulnerableto delinquency.
7 | The study relied on the “descriptive-analytical” approach, and used a questionnaire tool to sample street children exposed to delinquency, and used open interviews with those responsible for confronting the phenomenon. Some urban slum areas in
the Gharbia governorate, specifically in the urban areas of the cities of Tanta and Mahalla al-Kubra, were selected with a special inspiration.  To obtain the study sample, the Snowball Sampling Technique was relied upon on a non-random, intentional sample of 100 children representing street children to conduct the study on. A sample of (15) respondents was selected from those responsible for street children who are vulnerable to delinquency in the Gharbia Governorate. The study showed the following results: that the percentage of street children increases between the ages of (16-18) and that the majority percentage of these children were males. It showed that the most important reasons driving the phenomenon were the decline in the family conditions of these children through several indicators
(family disintegration, poor economic level for these children). Families, increase infamily size, mistreatment of parents, parents b s of their families, frequent marital disputes and family problems, weak
educational principles and religious values of these families, family neglect and parents leaving their children, arrangement of the child among his sisters and discrimination in treatment, increased family disintegration. As one of the main indicators, with a percentage of 73.33%, field analyzes revealed the need for action
on two levels. The first is to deal with the phenomenon that actually exists and eliminate its presence by reintegrating these children into their families or through the so-called alternative families project or expanding the spread of homes. Hospitality or institutions for children deprived of care and their return to education and teaching them a profession or craft. The other level is a comprehensive
8 | preventive process to limit its spread in the future, and this is done on two levels. The first is social, as is evident by creating all the surrounding conditions based on raising the child by raising the level of poor families to contribute to raising their income and providing suitable job opportunities, fighting high prices, and raising
awareness. These families are concerned with matters of correct education and the dissemination of religious values that help in cohesion and unity, through seminars, conferences, and the media, and presenting them in an easy and effective form. Paying attention to educational institutions by developing an educational policy that aims to explode creativity and thinking and get rid of the traditional method based on mere indoctrination, which It leads to students’
alienation from the educational process. On the other (legal) level, through activating and implementing the new Children’s Law No. 12 of 1996 because it has what limits this phenomenon from its origin and preserves the child whose circumstances require him to work, such as working in jobs that do not lead to harm to his health.
Determining specific hours and under certain conditions, such as giving him a full meal, otherwise the employer will be exposed to legal accountability.
